The German foreign policy and naval buildup encouraged a rapprochement between Great Britain and
 France, who in 1906 reached a balance of interests and signed the „Entente Cordiale”. Also Russia,
 which had been close to France for some time, could be convinced to attempt a rapprochement.
 By her own fault, Germany was put into diplomatic isolation but felt „encircled” by the other
